Dear Sir,

As I intimated to you in my reply to your letter of 27th August I sent on your enquiry to the Director of the Implements and Machinery Section of the Food Production Department of the Board of Agriculture and Fisheries.

I have received a letter from the Department, which says:-

"Sir: With reference to your letter of the 17th inst., forwarding a communication from the Director, of the Municipal Markets of Amsterdam, I am sorry to say that should he be unable to obtain the information he desires from the Ministry of Agriculture of the Netherlands Government and desires to obtain information from H.M. Government, a request should be addressed through the usual official channels."

I am sorry that I cannot do more than this.

Director of the municipal markets of Amsterdam. * Inhoud: De brief betreft een verzoek van de Directeur der Gemeentemarkten in Amsterdam over landbouwwerktuigen en machines. W.F. Emptage heeft dit verzoek namens hen voorgelegd aan de Britse overheidsinstantie (Board of Agriculture and Fisheries).
* Kernboodschap: De Britse overheid weigert via een informele weg (de redacteur van een vakblad) informatie te verstrekken aan een buitenlandse overheidsinstantie. Zij stellen dat dergelijke verzoeken via de officiële diplomatische weg ("usual official channels") moeten verlopen als de informatie niet via het eigen Nederlandse Ministerie van Landbouw verkregen kan worden.
* Administratieve sporen: De blauwe potloodaantekeningen zijn typisch voor de Amsterdamse gemeentelijke administratie uit die tijd. Er is een ontvangstdatum genoteerd en een concept-antwoord opgesteld waarin Emptage beleefd wordt bedankt voor zijn bemiddeling, ondanks het negatieve resultaat. * Historische periode: De brief dateert van september 1918, vlak voor het einde van de Eerste Wereldoorlog. In deze periode was voedselproductie en de modernisering van landbouw (mechanisatie) van cruciaal strategisch belang.
* Instellingen: De genoemde "Food Production Department" was een tijdelijke Britse overheidsdienst die tijdens de oorlog was opgericht om de voedselzekerheid te vergroten.
